Resources for Locating & Searching Fully Open Access Journals

Recent efforts to promote open access (OA) publishing are rapidly gaining speed with the launch of Plan S this past September. The Plan S initiative, which requires that all research associated with the outlined eleven European funding bodies be published in full, immediate open access journals by 2020, will require that researchers become familiar with OA journal submission choices. In an effort to assist our authors who may be searching for OA journal submission options, we discuss some resources below for finding and searching fully OA journals.

One great resource author should be aware of is the Directory of Open Access Journals, which provides a very thorough list of journals that publish fully open access content. Authors can also use this site to search publication fees as well as the requested language of publication, start date. A link to the journal’s instructions for authors page is also available for some records. This independent database contains around 12,000 open access journal listings covering all areas of science, technology, medicine, social science, and humanities.

Another useful resource for locating OA journals is Bioline International. According to the website, “Bioline International is a not-for-profit scholarly publishing cooperative committed to providing open access to quality research journals published in developing countries. BI's goal of reducing the South to North knowledge gap is crucial to a global understanding of health (tropical medicine, infectious diseases, epidemiology, emerging new diseases), biodiversity, the environment, conservation and international development. By providing a platform for the distribution of peer-reviewed journals (currently from Bangladesh, Brazil, Chile, China, Colombia, Egypt, Ghana, India, Iran, Kenya, Malaysia, Nigeria, Tanzania, Turkey, Uganda and Venezuela), BI helps to reduce the global knowledge divide by making bioscience information generated in these countries available to the international research community world-wide.”

As many authors know, fully open access journals, as well as all hybrid open access journals, often charge a fee to authors for the publication of their accepted papers. In an effort to help authors locate less expensive submission options, the California Digital Library maintains a list of publishers that grant various discounts to UC authors and shows the discount available from each publisher here: Reshaping Scholarly Communications: Submit Your Work to Open Access Journals.

This effort is produced by the University of Nottingham (UK) to collect information on journal publishers’ open access policies and make them readily searchable for authors and readers.
