If you feel that our manuscript is not good, please just reject; why drag on like this? The journal website says final decision within 86 days. Is this real? I suggest withdrawing the submission and submitting to another journal. Look for a journal that has not been flagged for warning, IEEE Sensor Journal may be a bit challenging. Take a look at the articles, if possible, consider giving it a try. The process is fast, the review could be completed in one and a half months to a month.

I submitted the manuscript on May 24, 2023, and received feedback on revisions three months later. I made four revisions in total. On December 4, 2023, it was pending approval and undergoing quality check. The editor requested permission for the dataset. I replied that citing the article would suffice for use, and also contacted the authors at the University of Hong Kong for permission. They replied that the dataset could not be used for commercial purposes, but could be used for publishing scientific research papers. I provided screenshots of these communications to the editor, but did not receive a clear response. I have followed up numerous times, and the editor keeps saying they are still processing it. I am considering withdrawing the submission as it has been six months and is still pending approval.

I would like to ask the experts, if permission is required for using images from an open dataset, how should this issue be resolved?

2022-12-31, submission. In the early stage, I didn't use the institutional email for submission, so I went back and forth for half a month.
On April 9th, I made several revisions during the revision process, and even mentioned withdrawing the submission. There were four reviewers, and three of them provided feedback. Two reviewers suggested revisions, while one had no comments.
I submitted the revised manuscript on April 17th.
On May 3rd, the quality inspector emailed me to modify the images in the article.
I submitted the revised version on May 5th.
It was returned again on May 7th.
On May 8th, I emailed to inquire about the reason, and the editor said it was because the corresponding author had not linked the OCRID number. I linked it on the same day and confirmed it, and the system showed "PUBLISH".
The editor's email response speed is relatively good. It is recommended that everyone cc themselves when sending emails, such as using 163 email. Our institution's email takes one hour to receive emails from the publisher.
