Review was extremely fast. Two reviewers, one seemed to suggest rejection (I felt hurt by one of the sentences in the comments, “a little bit model...” I thought the model we proposed based on a combination of experimental data was very new and exciting, but the reviewer called it small modeling? That sentence made me crying, not because the paper was rejected, but because I felt the reviewer looked down on our model. There were no specific, constructive suggestions in the comments, very disappointing), and the other reviewer seemed to suggest minor revision (only two minor questions, easy to address). The editor’s letter did not clearly state the decisions of the two reviewers (which is different from the other IEEE journals). The editor took one week and decided to reject the paper (the day before the Lantern Festival). Then on the day of the Lantern Festival, I revised the paper while crying and then submitted somewhere else. I share my experience here, hoping to get rid of the bad luck. Also I want to remind everyone that this journal publishes a small number of articles per year (less than one hundred). I think that if this journal published 800 or 900 articles a year like other IEEE journals, I would have had a great chance of getting the opportunity to revise and resubmit the paper here. Unless your paper is very novel, better submit to another journal. Don't only see that this letters journal reviews quickly. It has very high standards for novelty. The quality of papers published here should be high.
