This journal is really risky to submit to, it's way out of line. The review process takes forever. After major revisions on the first round, the reviewers requested minor revisions, including changes to figures and formulas. It took 3 months to hear back with their feedback. Then, there was no response for two months after resubmission. The entire manuscript processing time has already been 1.5 years. When inquired via email, it was explained that the original reviewers declined to review again, so new reviewers need to be invited. Do the editors have no judgment at all?
