I revised and resubmitted it, after answering the reviewer who asked the question. The revised article was sent back to the same two reviewers. The one who asked the question agreed to accepted it, and the one who said that it was low gave the same comment. He just copied and pasted the comments. I suspected that he didn't take the revisions seriously. Both the deputy editor and the editor in chief encouraged me to make revisions and resubmit it, saying that it can only be accepted after both reviewers agreed. But how can I answer the person who said that it was very low in innovation and technology? I also don’t know how to revise the manuscript. No comments were given by him. It is so difficult!

2020/4/18, manuscript submitted; 2020/5/30, accepted pending minor revision; 2020/6/20, accepted. The article was on optics, and partial to electronics. There were three reviewers, one is in general direction, and one is in detailed direction, and the other one’s comments were relatively not popular. It seems that the one in general direction is awesome. Judging from the tone, it seems that he was an expert, whose article was cited in my reference. I often met him when submitting articles to Journal of Lightwave Technology. The key was that the editor seemed to know a little bit, and raised review comments. This journal is generally very fast, and it is similar to the setting of Journal of Display Technology. Among the IEEE journals, its level is between Journal of Display Technology and Journal of Lightwave Technology; Among the OSA journals, its level is between Applied Optics and Optics Express.

Did the paper on PJ have no major revision? This is my first submission to this journal. The associate editor was not very supportive of it. A reviewer said that the idea of this article was quite novel, and then gave a lot of comments. The editor suggested resubmission after the modification and my boss agreed with that. But the editor suggested putting the actual test on it in the revised version. However, the conditions are limited and it can just be the simulation results, which makes me worried.

Here‘s my submission timeline: 18-Sep-2018 Photonics Journal - Manuscript ID PJ; 28-Sep-2018 Accepted Pending Minor Revisions; 04-Oct-2018 Photonics Journal - Manuscript ID PJ.R1; 15-Nov-2018 Accepted for Publication. I received the decision for minor revision in less than 10 days, so I worked during the National Day holiday to revise the paper. I thought the process was very quick, but after the re-submission, for 6 weeks the status stayed at awaiting AE recommendation. I need this paper to graduate, but I didn't dare to push the editor. Then, my advisor said I should ask the editor about it. I sent an email to the editor on Nov. 13. The emailed was modified by my advisor. On the 15th in the evening the status was updated to awaiting EIC decision, and I got the acceptance message at night. Overall, this journal is not as fast as I imagined. If you are not sure that your paper can be accepted by OE and you want to publish soon, you can try this journal. If you think there is a problem with the status of the submission, you can try asking the editor, but the letter must be written in a humble tone. My advisor was good and helped me wrote a good letter. Hehe, I hope this is helpful to everyone. I had no experience before this one.

Recording a very frustrating submission experience:
On September 26, 2024, I submitted a paper. The status in the submission system was always "Awaiting Reviewer Response." Therefore, I sent multiple emails to the editorial department on November 9, November 27, and December 10, but only received a response when emailing through the submission system.
On January 10, 2025, the paper was rejected and resubmitted. The first reviewer agreed to accept it, but the second reviewer questioned the innovation point (raising a total of 4 questions).
On January 13, 2025, the paper was revised and resubmitted.
On January 30, 2025, the second reviewer still rejected the paper citing lack of innovation.
In conclusion, be cautious when submitting to IPJ!
