It's hard to say about this journal. Others say it's a good journal, but personally I think it's just a pure circle journal. I submitted two papers to RCIM and they were rejected for not being in the right field, but when I submitted them to another journal, they were accepted. Today, I checked the literature and found that there are many articles in the field from RCIM in recent years, and the overall quality is very poor! I won't even mention the fact that they just copied the previous work in computer vision (just by looking at the images, I can easily identify the method as being copied from a few papers from ICCV and CVPR). Some papers don't even have a face, and it can be said that there is no innovation at all. Even the most basic engineering modeling process can be published in RCIM.
