Is a journal like OPTIMIZATION both open access and charging fees? Can one get accepted with just one submission?

Second: Please check the level of the editorial board of this journal.

Third: This journal has published many classic results, such as an article on nonlinear bilevel programming problems in 1995, which has been cited by top journals such as SIAM JCO, SIAM JO, TAC, JGO, Math comp.

If you have published articles in J. inequ. appl., J. appl. math., and J. fixed point theo. appl., does that mean you cannot publish articles in optimization? Following your logic, if you have published articles in the school newspaper, does that mean you cannot publish articles in SIAM JCO? There is some water in your argument, which is unavoidable. Also, look at the level of the editorial board of this magazine. Even someone like D. Aussel from France, who is highly regarded in SIAM OP, is associated with it.
