Agreeing to review is the only way for a submission to be under review. It is normal for the manuscript to be with the editor for a month, as the editor may be controlling the pace of publication. Even if the editor is quick, the final decision from the Reviewer Recommendation Committee (RRC) may still take some time, and acceptance will not be immediate.
