It should be the authoritative journal in the field of image and video processing, second only to the most well-known ones. This journal is a bit slow for assigning GE, which took half a month. But the review is okay, it will not take as long as some other journals. The difficulty is still there, the reviewers are very serious, and it takes time to revise. But if you have confidence in yourself, you can still try it.
