First of all, I have to say that TII is authoritative, professional and efficient. The 8-page of first submission ensures concise content and outstanding contributions; double-blind review ensures fairness of the review; the editorial office processed the manuscript in a short time and was highly efficient. I submitted to TII SS, and first review comments returned 47 days later. 5 reviewers and 28 comments. 4 reviewers said “topic is interesting”. A reviewer came from the sensor field, two reviewers came from the signal processing field, a reviewer came from the computer field, a reviewer came from the field of applied disciplines. They bombarded in terms of hardware data acquisition, signal processing technology, computational complexity and how to use them. The language of the comments was sharp but to the point, including some grammatical errors and typos. Although it was rejected, I learned a lot from TII's review. I failed miserably against the master, but at least I understood where I lost and how to improve.

04-Jun-2019 First submission; 05-Jun-2019 Double-blind review for the manuscript, returned for the format issue; 05-Jun-2019 Second submission; 14-Jul-2019 Major Revision; 27-Jul-2019 Revision submitted; 06-Aug-2019 Accept. The speed was fast. Originally, this article was submitted to IEEE Transactions on Smart Grid. There were 7 reviewers and the comments came back in one month and a half. One reviewer rejected the manuscript, and it was finally rejected. The other 5 reviewers’ comments were positive, and the other one had questions but said he would consider it after revision. I submitted it to IEEE Transactions on Industrial Informatics after revising it according to the comments. The comments returned in more than a week, but the decision was not made. The comments of three reviewers were finally displayed after sending it for review again. (I guessed that the previous two were positive. To be safe, the editor sent it to the third reviewer before making the decision.) Two of the three reviewers made comments of revising punctuation, pictures and so on. But the third reviewer raised very professional opinions. Comments on one of my key formulas was made. Later, I checked and found that the reviewer’s understanding was correct, and it was accepted after revision. (This was made based on the previous article, and I also found that the formula of the previous article was also problematic.) Overall, the review speed of top journals was fast, and the reviewers and editor were all rigorous, professional, and serious. Basically, it takes one month for the return of first review result. It will be rejected directly if there’s any rejection. What’s more, the time of with editor was short in each time. Thumbs up for the editor’s dedication!

This kind of AE simply doesn't want your submission. Such AEs are the most disgusting, finding a familiar reviewer, writing the review comments themselves, and then passing it off to you.

The experience was very poor, proceed with caution.
In the first round of review, there were 3 reviewers, and overall the opinions were good, with 2 major revisions and 1 minor revision. The paper was rejected for resubmission by the editor.
In the second round of review, an additional reviewer was added. 2 reviewers were satisfied with the revisions, 1 reviewer suggested minor revisions, and the new reviewer who was not from this field gave completely inappropriate and incorrect opinions, strongly recommending rejection. The paper was rejected by the editor.
Timeline: feedback was received in 2 months after the first round, and 6 months after the second round (the associate editor for the second round of review delayed giving feedback from December of the previous year until now).
