Let me share my experience as a reviewer. The biggest issue is that the editor keeps searching for new reviewers in the system, sometimes up to 7 reviewers. There were two occasions where I recommended acceptance, another reviewer suggested minor revisions, yet the editor still sought additional reviewers or rejected the paper for unclear reasons. The primary goal of running a journal is for communication and exchange, and continuously seeking new reviewers may lead to negative perceptions about the quality of the paper. Furthermore, not respecting the opinions of the reviewers in handling the manuscript is also a concern. I suggest that if you have good work, do not submit to such journals.
