This journal is slow. Although the impact factor is low, the journal is highly recognized in the field. Sponsored by ASTM, and the editors and reviewers are very responsible. The low impact factor may be because this is not from a large publisher so many institution libraries do not have subscription, making the citation rate low.

Submitted in June, it has been almost half a year now, and it has been reviewer selection all along. Students couldn't wait any longer, so they had to withdraw the submission.
