I always think that this journal publishes higher quality papers than IEEE Transactions on Evolutionary Computation (TEC or TEVC). I have submitted papers to these two journals more than ten years ago. At that time, I felt that the review at this journal was more rigorous than at TEC, and the comments were more objective. I have published in TEC since many years ago, but this journal has always rejected my paper. Many of TEC's papers don’t seem that good, even though journal’s IF has risen a lot. Reading papers in TEC, I don't feel they make significant contributions. Nothing novel either. But this EC journal has always maintained its high quality, which is commendable.
