This journal is good. I submitted in February, retired in April, and my manuscript was accepted three days after I resubmitted post-revisions. My article was published in September. In my opinion, the review speed is relatively fast. This journal will ask you for a page fee, but if you euphemistically give a suitable reason, the editor will generally disregard the fee.
