I don't think so. Before this step of "await reviewer assign", there is another step of "await reviewer selection". Therefore, I believe this all belongs to the reviewer selection stage. It should let the reviewers choose first. If there are few reviewers chosen, the journal will assign reviewers, and then comes the review process (await reviewer scores).
