JMLC's review of manuscripts is relatively standardized, usually they will be sent to 3 reviewers, and the external review usually takes 40 days. If someone refuses to review or does not return the review comments on time, then they will need to add reviewers until they get 3 review comments. Therefore, it usually takes 2 to 3 months for the author to obtain the first review opinions, and it will take 4 to 5 months if someone refuses the review.

Timeline: 2020.03.05 submission; 2020.05.01 major revision; 2020.07.15 revised manuscript submitted (the manuscript was originally required to be returned on 06.15, but it was delayed because of the graduation thesis and the epidemic. So I wrote to the editor); 2020.08.08 The under review of the second review was over, and the long stage of decision in process began; 2020.08.27 accept. Awesome! In general, this paper underwent a quite tortuous process. I previously submitted it to a better letter journal, but it was rejected because it did not match the journal scope. Thanks to JMLC for accepting it. The review speed of JMLC is not bad, and evaluation for journal is not bad. The comments given by the reviewers were of great help to perfect the paper. I made up a lot of experiments and wrote ten pages of response to comments, which were typeset with latex. It may be the good attitude that made the reviewers and editor finally agree to accept it. I submitted the manuscript on June 18, 2019; the first review comments returned on November 5: major revision, 3 reviewers; I submitted revision on December 19, minor revisions were required on January 31, 2020, I uploaded the revised manuscript on February 10, and I received notification of acceptance on April 4. International Journal of Machine Learning and Cybernetics, 2017 SCI impact factor is 2.692, listed by JCR as Q2, the Chinese Academy of Sciences ranking will be announced in the second half of the year. According to the website, comments of the first review are returned in 2 months on average and the acceptance rate is about 30%. Since the impact factor of the journal has increased significantly this year, the number of submissions will increase significantly in the future, and the acceptance rate decrease accordingly. It is currently a monthly journal and publishes 12 times a year.

Why are you all so slow? I submitted in August or September, and in November three reviewers sent me two major revisions. After re-reviewing in December, they sent me another major revision. In January this year, after a minor revision, three associate editors agreed to accept it directly. It was successfully indexed in February. It feels relatively fast for a non-OA publication, but the only downside is that it dropped to the fourth quartile in March.
