It took 14 months from first submission to final acceptance. After a long wait, I finally published it successfully. I would like to remind everyone that if you are eager to graduate, you should be cautious to submit to this journal. It mainly because the editors intentionally delayed the time. After the last reviewer returned the comments, the editor gave the final result after awaiting decision for three months!!!

My personal experience: it took a year in total; the second review agreed to accept it after minor revisions (the reviewers all accepted it at this time, and the editor asked a minor question about format modification). The journal gave the review results very quickly. I don't understand why many people say this journal is not of high quality. In my case, the reviewers were really professional and responsible. The five reviewers gave two rounds of comments and eventually rejected my paper. I think this journal may not be as well know as the other IEEE Transactions, but maybe it is more fair.
